COunter Bug?

This mage attacked me and then spelled me.  I decided to attack the spell off, but it also used up my counter.  Why?  I should be able to attack the spell off and then still have my counter to use.  So basically he hit me twice and I only get one shot to counter.  After my attack he was put into protection so no chance of hitting him again.
